What is MPSGE? MPSGE (Mathematical Programming System for General Equilibrium) is a modelling language for general equilibrium models, developed by Thomas Rutherford and built into the GAMS software. Instead of writing out every equation of the model, the modeller describes sectors, agents and markets based on the social accounting matrix; MPSGE generates the equilibrium conditions and solves them. It makes it possible to build and modify large models quickly, which makes it a good tool for training national teams.
Training already delivered: modelling seminars for the IMF (AFRITAC) in Togo, the Central African Republic, Guinea and Côte d'Ivoire; staff of the ministries of finance of Senegal, Burundi and the Comoros; PEFA methodology sessions for the PEFA Secretariat, including the launch of the 2016 framework in Budapest.
Ownership and hosting
What the institution holds at the end of the project.
| Source code | Handed over in full to the institution, with technical documentation and installation procedures. |
|---|---|
| Data | Stored on the infrastructure chosen by the institution, exportable at any time in open formats. |
| Hosting | Institution servers, a national data centre or a host selected by the institution. |
| Licences | No vendor licence to renew. Open source components are used wherever possible. |
| Maintenance | Provided by AnalyZe, by the institution's IT teams or by any other provider. |
Frequently asked questions
The questions most often raised by development partners and beneficiary institutions.
What happens to the platform when the funding ends?
It keeps running. Access does not depend on any subscription. Only hosting and, if the institution wishes, further development need to be budgeted.
Can the data stay in the country?
Yes. The platform is installed on the infrastructure designated by the institution. AI processing can also run locally.
Can the institution develop the platform further without AnalyZe?
Yes. The source code and documentation are handed over and the teams are trained. Any qualified provider can take over maintenance.
Can the platform work with existing systems?
Yes. The initial analysis identifies the systems in place, such as the integrated financial management information system or statistical databases, and plans the necessary data exchanges.
How long does it take to get a first version?
A usable prototype is delivered early in the project so that staff can test it. The full schedule is set after the process analysis.
